Why this works: lights-out mode already proves the pattern — it's the only mode that budgets the screen (measures the pill + mic reserves, gives the card the remainder). This proposal promotes that budget to all modes and adds a compact tier when the window is tight.

One budget function, every mode. Top reserve (toolbar/chips/pill) + bottom reserve (mic) computed once; card and detail panel size into the remainder. No fixed element can land on content again, at any window size.
Compact tier (activates only when height is tight): toolbar merges into one row with a ⋯ overflow, launch pill docks into the card corner as a chip, footer folds into the ? help, mic scales 78→48px and docks bottom-right, UI chips scale ~0.9.
Detail view: the scrollable text simply gets bottom padding equal to the mic reserve + a fade-out gradient — text scrolls clear of the button, nothing moves while reading.
Nothing changes on phones or big desktops — the budget produces today's layout when space is plentiful; the compact tier never activates there.
